Zimbabwe Rolls Out High-Security Securitised Title Deeds

Story by  Hwange Chronicles Editor (s) 62 views

HWANGE — In a major development aimed at safeguarding land ownership and stamping out property fraud, the Department of Deeds, Companies and Intellectual Property has introduced a modern, high-security Securitised Title Deed.

Backed by the Digital Land Administration Platform (DLAP) and Statutory Instrument 76 of 2025, the new initiative transitions traditional property documentation into an advanced, tamper-proof system comparable to security features found on banknotes and passports.

Why the Shift? Protecting Land as a Core Asset

Land remains one of Zimbabwe’s greatest national and individual assets. Historically, traditional title deeds faced vulnerabilities including counterfeiting, unauthorized alterations, and document fraud.

The new Securitised Title Deed is designed to eliminate these risks by incorporating multiple layers of state-of-the-art security technology. Key benefits of the rollout include:

Enhanced Protection Against Forgery: Multi-layered security makes unauthorized duplication exceedingly difficult.

Easier Authentication: Instant verification features allow authorities and owners to authenticate documents seamlessly.

Improved Traceability: Unique serial and registration numbers ensure strict tracking through official registries.

Investor Confidence: Stronger security brings absolute peace of mind to banks, financial institutions, and property investors.

Anatomy of the Securitised Deed: Multi-Layered Security

Printed on specialized A3 hydro-polymer paper that folds into an A4 booklet, the new deed is both waterproof and tear-proof, protecting it against physical degradation, moisture, and tampering.

The document incorporates several advanced security features across its covers and inner pages:

1. Holographic Zimbabwe Bird: A specialized optical feature changes color and appearance when viewed from different angles.

2. UV-Visible Features & Letters: Under ultraviolet light, six Zimbabwe Bird motifs and specific abbreviation letters (such as “NO” for number) appear alongside serial data.

3. Microtext: Detailed microtext reflecting the specific type of title deed lines the frame and can be clearly read only under magnification.

4. Integrated QR Code: Allows authorized users to scan and cross-reference the physical document against the official digital title deeds registry via DLAP.

5. Unique Identifiers: Each document carries a distinct registration number at the top and a unique serial number at the bottom for accurate record management.

Step-by-Step: How to Get Your Securitised Title Deed

Property owners looking to upgrade their documentation must go through a structured validation and securitisation process. The transition replaces the physical document layout, but does not affect your underlying property ownership rights.

1. Preparation of Documents

Gather your original title deed alongside a valid national ID or passport and required supporting paperwork.

2. Engagement of a Conveyancer

Property owners must engage a conveyancer of their choice to steer the legal submission process.

3. Submission and Costs

Your conveyancer will submit the documents to the Deeds Office for thorough verification.

Total Cost: Standard statutory fees are US$200 (inclusive of conveyancer and deeds fees, excluding VAT).

Prerequisite: Ensure that your property is free from encumbrances, caveats, or legal restrictions before filing.
