Zimbabwe Slashes Farming & Livestock Business Fees to Boost Agriculture

The Ministry of Finance has unveiled sweeping reforms aimed at cutting costs and simplifying regulations in the livestock, dairy, and stockfeed sectors. These changes are part of the government’s broader initiative to improve the Ease of Doing Business in Zimbabwe and align with President Emmerson Mnangagwa’s vision of making the country “Open for Business.”

Key Reforms Introduced

Permits & Fees Reduced/Abolished

  • Dairy Farmers: Permits reduced from 25 to a handful.
  • AMA Farm Registration: Now a flat fee of $1.
  • Dairy Processor Fee: Cut from $350 per year to a one-time fee of $50.
  • Livestock Movement Clearance: Reduced from $10 per animal to $5 per herd.
  • Import Permit for Genetics: Reduced from $100 to $20.
  • Export Registration for Dairy Products: Slashed from $900 to $10.

Health, Safety & Environmental Cuts

  • Local Health Certificate Fee: Reduced from $300 to $100.
  • Abattoir Setup Fee: Slashed from $350 to $50.
  • EMA Effluent Fees: Cut from $800 to $100.
  • Borehole/Water Abstraction Fees: Abolished.

Other Abolishments

  • Livestock Development Levy, Cattle Levy, Biosafety Permit: All scrapped.
  • Biotechnology Import Licence: Abolished, previously $1,100.
  • CBCA Certificate: Eliminated.

These reforms are designed to lower costs for small and medium enterprises (SMEs), create jobs, and boost exports, thereby supporting rural livelihoods and economic growth.

Government’s Vision and Future Plans

The recent policy changes reflect the commitment to stimulate investment and enhance productivity in the agriculture sector. The government aims to extend these reforms to other sectors, including transport, tourism, and retail, in a step towards achieving a middle-income economy by 2030.
